This module provides an introduction to the SIRA Motor Accidents Guidelines: Permanent Impairment - Part 6 (the Guidelines) and their application within the NSW Compulsory Third Party (CTP) Scheme. Participants will gain an understanding of the principles, processes and assessment methodologies used to evaluate permanent impairment arising from motor accident injuries, including the relationship between the Guidelines and the American Medical Association's Guides to the Evaluation of Permanent Impairment, Fourth Edition (AMA4).
Designed for health practitioners seeking authorisation and listing as Permanent Impairment Assessors in the NSW CTP scheme, the module outlines the role and responsibilities of assessors, key legislative and guideline requirements, and the process for conducting objective, consistent and defensible impairment assessments. Participants will develop an understanding of causation, threshold injury, stability and permanence, assessment methodology, and reporting requirements within the motor accidents scheme.
Successful completion of this module is a prerequisite for practitioners wishing to undertake body system-specific training and apply for listing as a trained CTP permanent impairment assessor in NSW.

Objectives
This module provides:

An understanding of the key principles when assessing permanent impairment in accordance with the Guidelines. These include:
- Understanding relevant definitions such as stability, the philosophy of assessing by analogy, activities of daily living, the concepts of rounding, deductions for pre-existing impairments (specifically a pre-existing, symptomatic assessable impairment has to be present for a deduction to be made), and what to do when treatment is refused.
- Understanding causation in the context of the NSW Motor Accident Guidelines
- Understand the concept and nature of “threshold” injury in the relevant legislation
- Learning how to assess multiple impairments, how to handle the possibility of future deterioration, and inconsistent presentation.
- Using the combined values chart.
- A systematic approach to assessing permanent impairment using the Guidelines.
- An outline of the role and expectations of an assessor using the Guidelines, that is, provide an accurate assessment of the worker in accordance with the Guidelines and the worker’s presentation on the day of assessment.
